Powers and Functions of the Speaker
(1) Presides the meetings of the legislative Assembly and conducts the proceedings of the House.
(2) Any member of the House can give a speech in the House only by his permission.
(3) He accepts questions or rejects them when they are against the rules.
(4) In the normal course, he does not participate in the voting in the House but if there are equal votes in favour and opposition on a question, then he uses the casting vote.
